DEPARTMENT OF SCIENTIFIC RESEARCH PROJECTS COORDINATION 

Our University Research Fund Accounting Office, established in 1994 pursuant to Article 58 of Higher Education Law No. 2547, as amended by Law No. 2880, was scheduled to be closed as of December 31, 2001, with the approval of the Ministry of Finance dated November 23, 2001. Therefore, the year-end account was closed and the relevant accounts were transferred. The balance sheet, its annexes, and payment documents were sent to the Court of Accounts, and copies of the balance sheet and its annexes were sent to the Ministry of Finance.

Pursuant to Article 58 of Law No. 2547 on Higher Education, as amended by Law No. 4684, and in accordance with the "Regulation on Scientific Research Projects in Higher Education Institutions," published in the Official Gazette dated April 10, 2002, and numbered 24722, our University's Scientific Research Projects Unit was established. By the University Senate Decision No. 2002/312 dated May 1, 2002, the Mersin University Scientific Research Projects Implementation Directive was drafted, enacted, and became operational.

Purchasing operations have begun in accordance with the "Procedures and Principles Regarding Procurements to be Made Under Article 3, Subparagraph f, of Public Procurement Law No. 4734," which entered into force with a Council of Ministers Decree dated January 1, 2003. Purchasing operations are continuing in accordance with the provisions of the "Procedures and Principles Regarding Procurements to be Made Under Article 3, Subparagraph f, of Public Procurement Law No. 4734," which entered into force with the Presidential Decree published in the Official Gazette dated March 20, 2025.

Project operations in our unit are carried out in accordance with the "Regulation on Scientific Research Projects of Higher Education Institutions" of Law No. 2547 on Higher Education, dated November 26, 2016, and numbered 29900. The "Regulation on Scientific Research Projects of Higher Education Institutions," which entered into force with the University Senate Decision numbered 2025/16 dated January 23, 2025, and numbered 2025/16, and was prepared in accordance with the provisions of the "Regulation on Scientific Research Projects of Higher Education Institutions," published in the Official Gazette dated January 23, 2025. This project is carried out in accordance with the "Mersin University Scientific Research Projects Implementation Procedures and Principles Guide" prepared by the BAP Committee in accordance with Articles 18 and 20 of the "Scientific Research Projects Directive" and Articles 18 and 20 of the Mersin University Scientific Research Projects Directive.

Our department is responsible for coordinating R&D projects belonging to academic staff, evaluating, accepting, and supporting project proposals, executing and monitoring project-related services, and evaluating their results (see Mersin University Scientific Research Projects Directive No. 2025/16, dated January 23, 2025). Additionally, our unit also handles and monitors the advance payments, purchasing, scholarships, project incentive bonuses, and accrual processes for projects supported by TUBITAK and TUSEB.
